In the first step, use a wet cloth to cover the overflowing drainpipe, and then use the plunger; this will make the suction stronger. Then put the plunger over the drain pipe mouth and press it up and down repeatedly. When you finally release the plunger, any trapped water should immediately be drained.

You may have to turn to a chemical solution, if the plunger fails to do the job. However this should be your last resort because the chemicals used can harm your bathroom fittings and accessories, they are corrosive.
